Description
The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to the University of California, San Diego (UCSD), for continued support of its National HIV Surveillance System using HIV Transmission Cluster Engine (HIV-TRACE), an application developed by UCSD. State and local health departments maintain the regulatory authority and confidentiality protections to receive personally identifiable information, clinical and risk information, and laboratory reports on persons diagnosed with HIV. Its primary objectives are to: 1) enhance the functionality of Secure HIV-TRACE and incorporate the specific enhancements into the current application; 2) maintain the requirements needed for information system security; 3) expand the use of Secure HIV-TRACE to all surveillance jurisdictions; and 4) provide training and on-going technical assistance to participating jurisdictions. The project involves the collaboration of CDC, UCSD, and jurisdictions that are collecting nucleotide sequence data. Presently, 27 jurisdictions are collecting these data. Additionally, it is anticipated that additional jurisdictions will begin collecting nucleotide sequence data during the project period; these jurisdictions will be engaged to use Secure HIV-TRACE Plus. The end users of this application are surveillance staff at state and local health departments funded to conduct HIV surveillance. The North American Industry Classification System Code (NAICS) for this requirement is 611310. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to the Contracting Officer, Pat Billins, at pbillins@cdc.gov by 2:00pm Eastern Time, Monday, July 31, 2017.
