Description
The Air Force Lifecycle Management Center (AFLCMC) Rapid Acquisition Cell (RAC) Contracting Office, AFLCMC/PZJ, located at 205 West D Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to solicit a non-commercial five year indefinite delivery indefinite quantity contract with a base year and four option years for standoff precision guided munitions (SOPGM) shipping containers. This procurement will be 100% small business set aside. These containers store and protect SOPGMs during shipment by truck, air, rail and ship in temperatures ranging from -46 degrees Celsius to 71 degrees Celsius, allowing breathability and humidity control, stackability, palletization, two man lift, and shock and vibration isolation. The containers must be repairable and reusable for four cycles of use at a minimum, with reconfigurable dunnage for different SOPGM configurations, and certified in accordance with Performance Oriented Packaging per 49 CFR Part 178. Further, the containers must be compliant with military specifications to include fresh water immersion testing per MIL-STD-810G, leakage, fit and compatibility, latches and security seal standards per MIL-STD-648D, incorporate design features that improve insensitive munitions performance per MIL-STD-2105D, Section 5.2 and provide design and system safety features per MIL-STD-882E. Containers will be build to print based upon existing export controlled government specifications and drawings. Offerors must have a current DD Form 2345 to receive the technical package attached to the solicitation. The offeror must fund design, qualification, and other non-recurring costs associated with validating the proposed container meets the Government specification. The quantity is estimated at 1900 containers over the five year contract period. The solicitation is anticipated to be released on or around 10 August 2017.
