- Description
- The Naval Air Systems Command (NAVAIR) intends to award a firm-fixed price contract action with The Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 for F/A-18 and EA-18G Integrated Product Support (IPS) in calendar year (CY) 2018. This contract action will cover the U.S. Navy (USN) and foreign military sales CY 2018 requirements for all IPS efforts to support the F/A-18 and EA-18G mission readiness and operational availability. The IPS services support may include sustaining engineering to include F/A-18A-D Structural Appraisal of Fatigue Effects support and weapon system engineering; support of special tooling, special test equipment to maintain and update Enhanced Technical Information Management System data files and support equipment; configuration management; data library support to include updates to the Naval Air Technical Data and Engineering Service Command database; sustainment of support equipment; site activation planning; continuous update, verification, integration, production, delivery and sustainment of the Automated Maintenance Environment (AME) software product and associated cybersecurity support; and sustainment of the AME top-tier database. The procurement will be procured under NAICS 336411 (Aircraft Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F-18 aircraft in its various configurations, and is the only source with the knowledge, expertise and on-site personnel necessary to accomplish this effort. This synopsis is for informational purposes only and is not a request for competitive proposals. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize any capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement.
