THIS IS A SOURCES SOUGHT NOTICE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is published to conduct market research to determine if there is a sufficient number of Indian Small Business Economic Enterprises capable of performing the requirements to warrant a socio-economic set-aside. This is an Indian-owned economic enterprise set-aside Sources Sought Notice only. This sources sought is not an issuance of a solicitation, a request for proposal, invitation for bid, or request for quote and the information presented in this announcement will not obligate the BIA in any manner. Interested and eligible Indian-owned economic enterprises are encouraged to respond to this notice not later than Tuesday, August 2, 2017 at 3:00 PM Central Time to Sara Watkins at sara.watkins@bia.gov. Please reference Speech Service in the subject line of the email, no phone calls please. All responses/capability statements should include a minimum of: - company name - point of contact name, phone number, email, business status (i.e., Indian-owned, minority-owned, small, woman-owned, service disabled veteran owned, hubzone, (8)a, etc.), Indication of current Systems for Award Management (SAM) registration. The NAICS Code for this requirement is 621111 Speech Pathologists with a small business size of $10 million. STATEMENT OF WORK Speech and Language Pathology for Special Education Program The following services to be provided for: Riverside Indian School (RIS) 101 Riverside Drive, 1 ½ miles north of City Anadarko, Oklahoma 73005 Purpose: The contractor shall be a licensed Speech Pathologist. Contractor shall provide Speech and Language Pathology services to students in grades 4 through 12 referred by the Riverside Indian School teachers/staff, in accordance with the policies and procedures established by the school, the state of Oklahoma, and the Bureau of Indian Education, and in accordance with the provisions of Public Law 105-17 (IDEA). Approximately 20 students are currently eligible but referrals from the teachers of the students needing evaluations/re-evaluations will determine the number of students requiring speech and language therapy services. The number of hours of service may increase or decrease during the school year based on the number of students being serviced. Location: Riverside Indian School Campus (a testing location will be provided). Description of Service: Contractor shall provide necessary supplies, materials, and equipment (testing devices/aides) to perform the work. The Contractor shall be required to perform speech therapy services including evaluation, interpretation of the results, treatment, consultation and/or training on site (Riverside Indian School campus). Upon completion of tests, the Contractor shall provide the Special Education Coordinator with detailed written reports regarding the performance of student on the aforementioned tests. The Contractor shall attend the student ¿s Individualized Education Program (IEP) meeting and interpret the test results. The Contractor shall make recommendations related to special education eligibility and needed services based on the student ¿s needs and the requirement by law. Contractor shall submit nine weeks progress reports to the case manager of each students serviced and a copy to be mailed to the parent by the case manager. All materials furnished or produced by the Contractor under this agreement, including but not limited to documents, reports and correspondence will remain confidential. The Contractor shall not release information relating to work performed, researched, or information derived under this agreement to any person, groups, organization without expressed written consent of the Special Education Coordinator of Riverside Indian School. Conditions: All work shall be performed one day per week during normal business hours from 8:00 a.m. to 4:30 p.m., Monday through Friday. The Contractor will coordinate which day with the Special Education Coordinator of Riverside Indian School. Date of Service: The time frame for authorized work under this purchase order will begin on August 15, 2017 through May 10, 2018, possible three option years. Payments: Payments shall be made in arrears via IPP on a monthly basis
