FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SOLICITATION NUMBER: NB610020-17-04204 RESPONSE DATE: August 9, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Anton Paar for replacement parts and accessories. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The NIST Center for Neutron Research (NCNR) currently owns two Anton Paar rheometers for the purposes of simultaneous rheology and neutron scattering measurements (rheoSANS). Despite NCNR having two rheometers, there is only one measuring system for rheoSANS measurements. As NCNR has expanded the academic and industrial rheoSANS user community, it has become difficult to meet the increasing demand with only one rheoSANS available. The purpose of this acquisition is to expand NCNR rheoSANS capabilities with the addition of a second upgraded rheoSANS measuring system by purchasing replacement parts and accessories for standard rheology measurements. The second upgraded rheoSANS measuring system will expand NCNR's current rheoSANS capabilities, in terms of enabling concurrent rheoSANS measurements on two beamlines as well as increasing the accessible temperature ranges from a maximum of 200 °C to 300 °C. The replacement parts and accessories shall be directly compatible with the existing Anton Paar MCR 301/501 rheometers. Delivery shall be FOB Destination and take place six (6) months ARO. This requirement is expected to be awarded August, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on August 9, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
