Description
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to INFORS USA Inc., 9070 Junction Dr., STE. D, Annapolis Junction, MD 20701, for the acquisition of a Triple Multitron Pro Incubated Orbital Shaker. The Protein Expression Core Facility Group, at the NIEHS, investigates the growth of mammalian and insect cells in both monolayer and suspension culture. To fully investigate the growth of mammalian and insect cells, the lab needs the ability to perform large scale tissue culture. The Triple Multitron Pro Incubated Orbital Shaker is needed to be stacked upon existing shaker. Its refrigeration device is currently housed in the Genome Stability Structural Biology Group at the NIEHS, RTP, NC. It has been determined that INFORS USA Inc., is the only known responsible source capable of providing these supplies and no other supplies will satisfy the agency's requirements. The ability to maintain continuity of experimental procedures is crucial to the success of the Division of Intramural Research, Genome Stability Structural Biology Group. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 1000. The anticipated period of performance is 5-6 weeks, ARO. NIEHS will solicit and negotiate directly with INFORS USA Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, August 3, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to INFORS USA Inc.
