- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO ACCENTURE FEDERAL SERVICES LLC TO PROVIDE TASK MANAGEMENT TOOL (TMT) SOFTWARE LICENSES TO FACILITATE THE MIGRATION EFFORTS at the USAFA from TMT version 2.5 to TMT 4.5. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $38.50M The United States Air Force Academy 10 th Contracting Squadron, USAF, Academy, CO 80840, announces the intent to award a firm-fixed price contract on a sole source basis to Accenture Federal Services, LLC under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for a one year base coverage period and no optional coverage periods. The anticipated award to Accenture Federal Services, LLC is for the upgrade to the Task Management Tool (TMT) 4.5 commercial-off-the-shelf (COTS) solution and corresponding Software Assurance supporting ~604 Customer Relationship Management (CRM) licensed users and to facilitate the migration efforts to move USAFA's TMT 2.5 environment to the TMT 4.5 Production environment. The USAFA TMT environment is the AF Enterprise Cloud Solution for TMT. Accenture Federal Services, in collaboration with Microsoft, has developed a high quality TMT-CRM COTS solution on the Microsoft Dynamic CRM 2016 platform, for which Accenture has retained full rights to its software. No other contractor has developed a TMT-CRM COTS solution on the Microsoft Dynamic CRM 2016 platform capable of meeting USAFA needs nor compatible with the USAFA's current TMT configuration baseline. Accenture Federal Services, is the sole manufacturer and software support of the TMT COTS solution. As the sole manufacturer, Accenture Federal Services, owns proprietary rights to the TMT COTS solution. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer no later than 4:00 PM (Mountain Standard Time) on 2 Aug 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
