Description

Sole Source Justification for Winsystems The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Winsystems, Inc., 715 Stadium Drive, Arlington, TX 76011 for the following items: 70 each Single board computer P/N: PPM-LX800-G-ST 50 each 1GB Memory Module P/N: SODIMM200-G-27-1G 50 each 8GB Compact Flash Card P/N: CF-DC-A-8G-I 70 each Communications board RS422 P/N: PCOM4A-6229A 45 each PC/104 Gigabit Ethernet Board P/N: PPM-GIGABIT-G 60 each Cable Set P/N: CBL-SET-359-G-1 60 each Flash Adapter Board P/N: PCM-CFLASH2-40-0 This acquisition is unsuitable for full and open competition for the following reasons: These serial PC-104 modules and cables are required for production of interface units for an amphibious warfare system. These modules are identical to the modules that are currently installed in the fleet. Winsystems is the sole Original Equipment Manufacturer (OEM) of these PC-104 modules. These PC-104 modules and cables have gone through the environmental testing inside the system interface unit required for certification of its safety for shipboard installation. Purchase of any other manufacturer's component would require duplication of the shock and vibration testing performed and updates to the current system drawings at a cost estimated to far exceed the cost of the components being procured. Winsystems Inc is the only source that can meet the requirement. Delivery will be F.O.B. NAICS 334418. Small Business Size Standard is 750 employees. FSC 5998 applies.
