- PURCHASE DESCRIPTION SUBJECT: Notice of Intent to Sole Source - Blast Pelvic Protector (BPP) This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), in support of Program Manager Soldier Protective Equipment (PM SPE), intends to solicit on a limited source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source to: KDH Defense Systems, Inc. 750 Field Crest Rd Eden, NC 27288-3631 (W91CRB-15-D-0032); Hawk Protection Incorporated 8362 Pine Blvd, Suite 280, Pembroke Pines, FL 33024-6600 (W91CRB-15-D-0033); and Bethel Industries, Inc. 3423 John F Kennedy Blvd Jersey City, NJ 07307-4107 (W91CRB-15-D-0034) for the procurement of additional Blast Pelvic Protectors (BPP). Aforementioned indefinite delivery indefinite quantity (IDIQ) contracts were awarded as a result of solicitation W91CRB-15-R-0026. The Government's intent is to raise the maximum ordering amount of the aforementioned indefinite delivery indefinite quantity (IDIQ) contracts by $3.7 million from $9.8 million to $13.5 million. Technical Requirements: BPP designs must meet the performance specifications set forth in the attached Purchase Description (PD) AR/PD 15-04 Rev C, dated March 2017. The BPP is a Critical Safety Item. The BPP is designed as a blast harness which provides an increased area of coverage while improving mobility and protection from blast events. The BPP includes soft ballistic armor which provides protection to the pelvic region, femoral arteries, and lower abdominal organs in a blast or fragmentation event. Offeror responses to this notice shall be limited to 20 pages and shall at a minimum include the following information: ● Offeror's name, address, point of contact, phone number, and email address. ● Offeror's business type and business size, CAGE & DUNS. ● Offeror's interest in bidding on a solicitation, if issued. ● Offeror's capability to meet design/performance specifications as identified in AR/PD 15-04 Rev C, dated March 2017 including a detailed description of their proposed design and capability to meet ballistic and non-ballistic performance requirements. ● Offeror's shall identify minimum and maximum production capability. ● Offeror's comparable work performed within the last five (5) years including a description of the product, customer name, timeliness of performance, customer satisfaction and dollar value of the project. Interested parties may identify their capabilities by responding to this requirement, no later than 3 pm EST, 11 AUG 2017. All information submitted shall support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email to norbert.j.reed.ctr@mail.mil.
