Description
THIS IS A NOTICE OF INTENT ANNOUNCEMENT ONLY “ The National Park Service has a requirement for the specialized mechanical aquatic vegetation cutter and harvester barges with operators to remove invasive cattail in the bays of large lakes for a cattail removal and wetland restoration project. Mechanical cutters will chop up cattail rhizome/rooted material and harvesters will collect chopped vegetation and deposit on nearby shores. Two different specialized aquatic vegetation removal machines with operators are required. The first machine chops up the cattail material as it grows in thick dense mats. This machine requires high horsepower (> 200hp diesel engine) to operate large steel blades (> 8 foot cutting width and > 3 foot cutting depth) to effectively and efficiently chop up the cattail mats over very large areas (up to 250 acres). The second machine is an aquatic vegetation harvester that collects and transports the chopped vegetation and deposits it on a designated location on shore. This machine requires reciprocating cutting heads (> 8 foot cutting width and > 3 foot cutting depth), a storage capacity of > 700 cubic feet, and a discharge of > 7 feet. This machine needs to have paddle wheel propulsion. Both machines must also have flat bottom non-keeled hulls to operate in shallow waters and utilize marine grade environmentally safe hydraulic oil. Both machines are required and operate simultaneously. This will be a sole source with the Bois Forte Band of Minnesota Chippewa. A firm-fixed price contract is anticipated. The applicable North American Industry Classification System (NAICS) code is 115112 with a size standard of $7.5 million. The Product Service Code is F099. THIS NOTICE OF INTENT IS NOT a request for competitive proposals. A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The National Park Service will NOT be responsible for any costs incurred by interested parties responding to this notice of intent. Only written responses from responsible sources will be fully considered. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registration requirements may be viewed via the Internet at https://www.sam.gov, or by calling the Federal Service Desk at 866-606-8220. All interested parties shall submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement described above via email to Katherine Bernard at Katherine_Bernard@nps.gov or by FAX to 330-468-2507. The capability documentation should include the address, point of contact (POC), telephone number and e-mail address. All responses are due by Monday July 31, 2017.
