Description
This is a SOURCE SOUGHT request only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is published for market research purposes only. This notice is open to qualified business sources of all sizes. Information is sought regarding: The availability and capability of all qualified business sources; Whether qualified business sources are small businesses, service-disabled veteran owned small businesses, veteran-owned small businesses, women-owned small businesses, small disadvantaged businesses or large businesses; Authorized distributor, verified by an authorization letter from the original equipment manufacturer; If the items are available via VA NAC, GSA Advantage, and/or open market; Size classification relative to the North American Industry Classification System (NAICS) code 334516 for the proposed acquisition. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for Visiopharm Digital Pathology Analysis Software. The required items and salient characteristics are listed below. Visiopharm Digital Pathology Analysis Software Compatible with Leica Scanner File Formats Products/Software Item Description Quantity 1 Author: Powerful image analysis software optimized to guide users through the design of protocols on spectral, spatial, morphological, and contextual image properties. Includes efficient tools for identification, texture based classification, and quantification of nuclei, membrane, cytoplasm, and gene probes in brightfield and fluorescence whole slide images. 1 2 Engine: Execution platform for Visiopharm s ready-to-run APPs, custom created APPs or APPs created using Author. It also expands the processing capability and speed of Visiopharm s image analysis platform allowing users to queue multiple projects and execute distributed, batch processing of analysis of virtual slide images. Additional Engine licenses can be added to increase the efficiency of image analysis. Engine also includes a database (e.g. SQL or third-party slide server), recall images as needed, pan, zoom and explore image data as well as annotations and statistics derived from analysis protocols. 1 3 Tissuealign: Tissuealign is a software add-on module for automated alignment of whole slide tissue, TMA serial sections, and TMA cores. A guided, step-by-step workflow from whole slide import, to automatic alignment of sections at a cellular level, integrated analysis with APPs, and to the output of data and quantitative endpoints. Navigate whole slides at full resolution through every step of the process. Tissuealign enables Virtual Double Staining (VDS) with the co-localization of tissue structures marked with different stains on different slides. 1 4 Viewer: The Visiopharm Viewer is a central part of Visiopharms end-to-end digital pathology solutions. - Fast navigation innovated to new levels - Clean full screen mode for ultimate overview of whole slides - Detachable window for instant navigation and case overview - Comprehensive set of tools for measuring and drawing of regions - Widest range of supported file (vendor) formats incl. all major whole slide and FOV image types - Optimized against all monitor sizes and resolutions including Ultra HD 4 5 Viewer+: Extended viewer to support linked virtual slides from Tissuealign. Provides full support to view, pan, zoom and explore aligned sections, and apply image analysis algorithms if an Engine license is available. Requires Viewer. 4 Services 6 Installation: Mandatory remote on-line installation of Visiopharm software. 1 7 Professional online support (8 hours): Software training or project consulting provided by a Visiopharm product specialist. The support can be provided as hands on training or project assistance. The 8 hours can be split into several sessions (min. 30 min). 1 8 Hands on training, 1 day: Installation and training provided by an Visiopharm specialist at the customer site. A workday is defined as 7 concecutive hours. 1 9 Hands on training - additional day (per day): Extra training for prolongation of trainings 7002 - 7005 (additional 7 hours per day) provided by an Visiopharm specialist at the customer site. 1 Salient Characteristics for Digital Histology Slide Analysis and Alignment Software to support the MIRECC Neuropathology facility The product must offer Image Analysis and Stereology in one combined graphic user interface. A module must be offered that uses the Allen Brain Reference Atlas or equivalent localization map to allow automated serial section co-registration with sub-cellular alignment. The product must offer 6 unique Classifiers. The product must offer open architecture for the creation and modification of image analysis algorithms using higher language. The product must offer a user-configurable toolbox with access to Pre-Processing features. The product must offer the ability to create / author an unlimited number of algorithms. The product must provide automated batch mode processing of a large variety of image file formats and all whole slide image formats from leading slide scanning manufacturers to include those under the Leica label, eg Aperio AT2 and Scanscope FL. Provide additional access to apps. Apps specific for Neuroscience are required (with an emphasis on Abeta, Tau and other neurodegenerative pathological markers. Apps specific for vascular units are required. Tools for pattern recognition and colocalization are required. Provider must have means to provide or direct MIRECC to fee-for-service specialty App construction services. The product must use and or provide Pre-processing Deconvolution filters for IHC stains (i.e. DAB, H&E, AEC, etc.), and enhancing objects of interest using Polynomial, Unsharp Mask, Standard Deviation, and Smoothing filters. The product must provide the ability to create custom Deconvolution filters for any special stain. The product must offer heatmap tools for detection of areas with saturated signal. The product must provide a selection of advanced classifiers to include Bayesian, K-means clustering, Phase Analysis, Thresholding, and Cell Classification. The product should provide post-processing steps for change (size, shape, intensity), morphology, ROI, and annotations The product should have the option of providing future incorporation of stereological techniques into image analysis, The product should provide on board tools to calculate and plot sample statistics across any level of the hierarchical database. The product should maintain data integrity and the links to original data while statistical endpoints in one single software package. The product must provide a full transparency of algorithm (APP) parameters (pre-processing, classification, post-processing, calculations) The product should operate using overlays to preserve original data and may subsequently be used for segmentation. The supplier should provide diverse Training options to include: Remote Online Training/Applications Support Hours Centralized Training in United States twice per year Onsite Training with a Representative The supplier should offer software maintenance Service Contract that provides at least two software updates annually The intended contract is a firm-fixed price one-year contract. Potential contractors shall provide, at a minimum, the following information to Jared.Zinsmeister@va.gov. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM).
