- 20100420 Sole Source Justification and Approval Notice of Intent to award a sole source requirement to Vigilant Solutions, Inc. (2021 Las Positas Ct., Ste. 101 Livermore, CA 94551-7311) for web-based license plate recognition (LPR) data access. Vigilant Solutions' LEARN (Law Enforcement Archival Reporting Network) software service was found to be the only LPR service that does not require an independent server to access license plate reader data. Vigilant offers the ability for agents on task forces or assigned to an operational unit to access data anywhere there is an internet connection, offering real time data crucial for tactical operations, targeting and analysis. There have been no other vendors found that offer this ability since Vigilant has a proprietary design to allow for server-less operations. This sole source requirement has been determined to be brand name only with only one source reasonably available and the justification and approval document is attached. This proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to the requirement by Friday, August 11, 2017 at 10:00am Arizona time. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any vendors who believe they can provide the supplies required and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Contract Specialist Benjamin Dorgan by August 11, 2017 at 10:00am Arizona time. Only email submissions sent to the following address will be accepted: benjamin.j.dorgan@cbp.dhs.gov. Information submitted should fully support the company's capability to supply the required LPR software service and data to meet the requirements of the San Diego Office of Field Operations.
