- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with The Bureau of National Affairs, Inc., Arlington, VA to renew NIST's current 5-user license to access the Intellectual Property Law Resource Center (IPRC10) database. This is a sole source inasmuch as Bloomberg BNA is the sole content provider and publisher for the IPRC and the email summaries and/or supplemental publications associated therewith. A firm fixed-price purchase order will be issued on or about 15 Aug 2017 for a 1-yr. subscription period and include (4) 1-yr. option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 10 Aug 2017. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 519130 and the size standard is 1000 employees.
