- This is a sources sought notice and does NOT constitute a request for proposal, request for quote, or invitation for bid. NO AWARD will be made from responses to this sources sought notice. The intent of this notice is to identify potential Offerors for determining whether to set-aside the requirement for small businesses. The Naval Facilities Engineering Command Marianas is seeking eligible firms capable of performing a Design-Bid-Build construction project for P-0600/AJJY150600, APR Installation Control Center, Andersen Air Force Base, Guam. The scope of this project is to construct a hardened Wing Installation Control Center (ICC) comprised of the Command Post, Crisis Action Team, and Emergency Operations Center. This 1,142 SM facility is to be constructed of cast-in-place reinforced concrete consisting of a 1.07 m (42-inch) thick flat roof supported by 1.07 m (42-inch) thick vertical walls. The facility also consists of reinforced concrete footings, foundations, floor slabs, and roof deck with membrane covering. Roof deck will be supported with steel trusses and beams. The project includes electrical, mechanical, water, communication, fire suppression/detection, air conditioning system with humidity environmental controls, utilities, pavements, parking, associated site improvements, and all necessary supporting facilities for a complete and usable facility and incidental related work. The contract will be for a term of 24 months. The estimated cost of construction for this project is between $10 million and $25 million. Potential Offerors who have the skill, capabilities, and bonding necessary to perform the described project are invited to respond to this sources sought announcement by providing the following information no later than 4:30pm (Guam Time) on 15 August 2017, via email to Teresa.Aguon@fe.navy.mil. 1) Provide a cover letter that includes a point of contact and company name, address, telephone numbers, and email addresses. 2) Provide up to five projects that best demonstrate company experience relative to the types of work covered by this requirement. Projects should be representative of North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction. 3) Provide a letter from the surety company certifying your ability to obtain bonding for work covered by this requirement and your company bonding capacity for a single project. 4) Indicate your business size in accordance with FAR Part 19 and the NAICS Code 236220. Specifically indicate if you are a small business concern. The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
