Description
The Department of Veterans Affairs, VISN 7, intends to award a sole source contract to Phillips Healthcare, 22100 Bothell Everett Highway, Bothell WA 98021 for expanding the proprietary Philips 1.4 GHz clinical network install base at the Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC. Due to the expansion of the proprietary Philips IntelliVue Smart hopping Network, Philips is the only vendor that offers the network infrastructure to build on to the existing network. This is an expansion of the current telemetry system. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joseph M. Locke, Contract Specialist at joseph.locke@va.gov. Phone number: 803-776-4000, Ext: 7814 by August 9, 2017 at 9am EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339113- Surgical and Medical Equipment Manufacturing. This is for informational purposes only and not to be considered as a commitment by the Government. Any information submitted to this notice of intent is voluntary. Contract Scope: The purpose of this NRM project is to expand the existing telemetry systems within Bldg. 100 and upgrade the existing Ring Network to the Star Topology Network. The existing telemetry system is Philips 1.4 GHz. Contractor will be required to tie into the existing system and expand the capabilities of coverage with additional wireless access points. System integrity is not to be compromised during this installation and the new system shall not be a standalone networking system. Contractor will be responsible for all tools, labor, and materials necessary for the installation of a full and complete usable system to include but not limited to hardware network components (with exception to the PACU area of the OR), conduit, network cabling, network cabling terminations, network cabling testing validation, and system performance validation testing. Contractor will also be responsible for replacement of ceiling tiles and or wall patch/paint as necessary for the satisfactory installation of equipment and materials. Conduit for power and/or network cable distribution shall not be left exposed but installed above ceiling or within wall cavities. Contractor to coordinate with VA COR for paint color matches. The VAMC Standard ceiling tile is Armstrong 770. During installation, contractor shall be responsible for maintain existing smoke and fire rated assemblies at all necessary penetrations of walls, ceilings, and floors. Contractor shall also provide for infection control materials/installation as necessary. For infection control purposes, areas of work are considered as Group 3 and 4, Type C, Class III/IV and shall utilize identified methods. The exception to these requirements are areas of work within, Oncology, Pharmacy Chemo room, Pharmacy IV room, OR and ICU settings where Class IV methods are required. Contractor shall submit Infection Control Plan prior to start of work.
