- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a purchase order to the Partnership for Public Service for Charter Membership in the Federal Human Capital Collaborative (FHCC) for fiscal years 2018, 2019 and 2020. The FHCC is an initiative that is funded by other federal agencies whose membership fee depends on the size of the agency. The benefits that accrue to the NRC based on the membership are as follows: a. Opportunity to meet with cross-sector experts, including thought leaders from the academic, nonprofit and private sectors quarterly; collectively identify critical issues, highlight best practices, facilitate problem solving and develop strategies to affect change across government and in the NRC. b. Have access to Partnership for Public Service's research products and input to its agenda; receive advice on how to best apply research recommendations at the NRC; receive access to the Partnership Connect Collaborative Network - a repository of tools, strategies, best practices and methodologies for human capital practitioners. c. Collaborate with Partnership for Public Service and other member agencies to influence the agenda for regulatory and legislative reforms; and to develop and enhance the federal HR profession. d. Receive priority access to partnership for Public Service's Call to Serve Network, of more than 700 colleges and universities works to promote federal service on campus; access to the Partnership's Annual Career Fair to recruit top talent for entry-level jobs or internships; advice on hiring and retention practices. The period of performance for the purchase order will be 3 years. The authority to enter into the purchase order is FAR 13.106-1(b), Only one source reasonably available. The NRC is one of many federal agencies that participate in this type of membership, and the NRC has not identified any other source that provides these services.
