- ***Important Notice to All Interested Parties: This is a presolicitation notice. Further information will NOT be made available until the solicitation is released to the public, on or around the estimated date listed below.*** 3 each - Titanium spiral heat exchanger (water mixing) per Watervliet Arsenal Manufacturing Engineering Working Group Technical Specification #09-15-4420, Revision 2 dated 7/26/2017 (Alpha Laval 1H-L-1T item #30112-68745 per drawing #102-01-0411-001). If providing an "or-equal" to the product listed in the Specification, product literature is required to be submitted for technical evaluation as to acceptability. A site visit is also encouraged, and may be required to ensure proper fit and compatibility. A decision regarding technical acceptability is at the sole discretion of the Government. Delivery point: F.O.B. DESTINATION. Delivery: 30 weeks after date of contract and any required approval drawings (or better). ***ESTIMATED date of solicitation issuance: August 7, 2017.*** SAM Notice: In order to be eligible for award, the successful offeror's System for Award Management (SAM) Registration must be active and include representations and certifications. Location of Posted Solicitation: This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov and will be listed under Army Contracting Command ACC-Warren (ACC-WRN) (WVA). CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
