Description
The U.S. Geological is seeking potential sources for a laboratory with strong analytical skillsets capable of developing protocols aimed at characterizing fatty acid profiles of stream benthic biofilms. In addition to protocol development, we require that ~275 samples be processed with proper and appropriate QAQC procedures. The USGS requires a laboratory with unique laboratory capabilities to develop and refine quantitative analytical protocols that characterize fatty acid profiles of stream benthic biofilms. There are two broad aspects that must be addressed for this project: 1) Development and refinement of laboratory protocols. The development of specific protocols should describe and include: sample preparation, lipid exaction, chemical derivatization-methylation and the proper use of QAQC procedures including internal standards. A trial study for fatty acid (FA) standards. AIC personnel will develop a protocol for the fatty acids study in order to detect 37 fatty acid standards (Supelco 37 Component FAME Mix) and 25 Bacterial Acid Methyl Ester (BAME) Mix. AIC personnel will try to merge the two groups of standards together and develop ways to report the data. AIC personnel will be responsible for identify an efficient internal fatty acid standard(s) containing stable isotope and apply it to the sample. AIC personnel will develop protocols to prepare samples, to extract lipids, purify free fatty acid, derivatize and analyze the extracted lipids samples by GC/MS. 2) Regular analysis based on the protocol developed in the above trial studies. AIC personnel will process 275 stream biofilm samples and analyze the samples under the same conditions by GC/MS. All interested firms shall submit a response demonstrating their capabilities to perform the requested service to the primary contact below. Firms responding should indicate whether their socioeconomic status (e.g. small business, service disabled veteran, woman/women owned, HUBZone, etc.). In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The Government ¿s evaluation of the capabilities of respondents will factor into whether the forthcoming solicitation will be conducted using full and open competition or as a set-aside for small businesses or small business designation. This requirement is expected to result in the award of a firm-fixed price contract. The NAICS code is 541380. The size standard is 1,250 employees. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in responses to this notice. Respondents will not individually be notified of the results of any government assessments. Questions must be submitted in writing to Maria Seda at mseda@usgs.gov (reference no. G17PS00849 in the subject line). THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. A formal solicitation, performance work statement, and technical exhibits are not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement.
