- This is a synopsis for a commercial acquisition using contracting by negotiation. (Reference FAR Parts 12 and 15). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The 414th CSB, RCO-Italy anticipates a requirement supporting USARAF for onsite basic maintenance and electronic diagnostics training for partner nation forces in Bangui, Central African Republic. Training support is required for the following vehicle platforms: Quantity 2: Navistar 7000 Series Trucks, General Dynamics Peace Keeping Security Vehicles (PKSV) and Quantity 2: Ford F250, Quantity 2: F350, Quantity 2: F450 and Quantity 2: F550. Vehicles will be Government Furnished Property (GFP). The contractor shall provide 6 instructors, curriculum, diagnostic scanning equipment, mechanics tools, grading criteria, lesson plans, training aids such as spare parts, and any other materials necessary to perform on site training to partner nation forces from the Central African Republic, Burundi, Cameroon, Gabon, and Rwanda in proper diagnostics, trouble shooting, scheduled maintenance, and general repair of each vehicle platform. All instruction provided will be translated into French by Government provided interpreters available on site. The instruction shall utilize a classroom theory portion followed by a hands on period of instruction. Course content must include Interactive Diagnostic Software (IDS) Function and Operation, Electrical Electronics Overview, Diesel Operation and Service. This is a non-personal services performance-based acquisition. The contractor must comply with all perform services defined in the Performance Work Statement (PWS) except for those items specified as government furnished property. The period of performance contemplated is 11 September to 20 October 2017; 40 total days. Anticipated award date is 21 August 2017. This is an unrestricted full and open competitive acquisition. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No: W912PF-17-R-0024 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 541990. All responsible sources may submit a proposal, which shall be considered by the agency. Potential offerors must be currently registered in the System for Award Management (SAM) to be eligible for award. http://www.sam.gov. Payment for this acquisition will be made through Wide Area Workflow (WAWF). Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration. Information concerning this solicitation will be issued electronically and posted on or about 7 August 2017 at www.fbo.gov. Proposals must be submitted by e-mail. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY REASON.
