- The Naval Air Warfare Center -Weapons Development (NAWCWD) intends to award a sole source contract to Ampex Data Systems Corporation in accordance with FAR 6.302-1 Only One Responsible Source that possesses the unique capability and expertise that can satisfy the requirement. The purpose of this requirement is to purchase five(5) Fiber Channel Audio Visual (FCAV) units from Ampex Data Systems Corporation. The FCAV units are highly specialized and available only from Ampex Data Systems Corporation, the original developer and manufacturer. Under the approved class J&A, the Government may purchase up to fifteen (15) units within a three (3) year time limit. The FCAV units needed by NAWCWD need to be identical in form, fit, and function with the previously supplied units. Key requirements are, but not limited to, the following: •The FCAV Unit takes in 4 standard video streams, encodes, and multiplexes the 4 video streams as one and outputs it in a GigE format. In addition, it takes in one FCAV channel and coverts it to GigE. •Each FCAV Unit consists of the AMUX700 base, DAU; AM-15F HSVN Interface Module; AM-170a, H.264 Video Encoder; AM-11b4 Cfg A, 4 CH Video Module; and the Am 801 1 CH GigE Module. Any alternative solution proposed by another vendor must be a form, fit, and function drop-in replacement for the current FCAV supplied by Ampex Data Systems Corporation (Part Numbers: 1316499-010, 1312170-010, 1311871-010, 1311870-02G, and 1313090-0120). "This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-17-Q-0149 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule." The solicitation will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about September 18, 2017. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date.
