- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-218 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with TED PELLA INC of PO BOX 492477, Redding, CA 96049-2477 for the purchase of a carbon coater and necessary accessories. The National Institute of Digestive, Diabetes & Kidney Diseases's (NIDDK) Multi-Institute Cryo-EM Facility (MICEF) has a requirement to obtain services to install a Cressington 208C high vacuum Turbo carbon coating instrument located in building 8. Ted Pella Inc. is the only US sales representative of the manufacturer and the only authorized dealer for providing service to the Cressington 208C carbon coater. This carbon coater will be able to assist in TEM imaging by adding a coating of carbon to a sample. Adding the carbon to the sample takes away the metal sputter coating particles that can become visible at higher magnifications. The carbon coater equipment is sold by Ted Pella Inc., they are the only US sales representative of the manufacturer and the only authorized dealer for providing service to the Cressington 208C carbon coater. The Laboratory of Cell and Molecular Biology (LCMB) and other Laboratories in NIDDK use electron microscopy to image intercellular structures in cells and tissues. Before samples can be visualized with electron microscopy they must be cut into very thin slices, typically 50-200 nm in thickness. The carbon coater is used to apply a thin carbon layer to non-conductive samples prior to TEM imaging, and is suitable for imaging at higher magnifications where metal sputter coating particles become visible. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
