- Justification Title: Simulia Abaqus Description(s): The U.S. Army Corps of Engineers, Engineering Research and Development Center, Contracting Office has a requirement for Simulia Abaqus. The ERDC intends to solicit and award on a brand name basis under the authority of FAR 16.505(b)(2)(i)(C), to Immixtechnology., 8444 WestPark Dr STE 200 Mc Lean, VA 22102 (Cage Code: 3CA29). It has been determined that only one source is reasonably available on the General Service Administration Federal Supply Schedule to fulfill this requirement. The NAICS code for this requirement is 511210 with a size standard of $38,500,000.00. Nature and/or description of the action being approved: The Abaqus FEA product suite offers powerful and complete solutions for both routine and sophisticated engineering problems, and is ideal for support of the structural health monitoring research area where multi-physics modeling is required. Abaqus CAE provides a means to create, edit, monitor, and visualize the models. Verity provides a tool to analyze stress distribution through welds. The extended tokens are required to run the Abaqus models built using CAE and Verity. The intuitive interface integrates modeling, analysis, job management, and results visualization in a consistent, easy-to-use environment. Abaqus/CAE supports familiar interactive computer-aided engineering concepts such as feature-based, parametric modeling, interactive and scripted operation, and GUI customization. Identification of Statutory Authority permitting other than full and open competition: Contracting without providing for full and open competition under this acquisition may of be accomplished pursuant to the authority 13.501(a)(1) (ii) of the Federal Acquisition Regulations. Demonstration of the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: Simulia Abaqus is a product of DS Government Solutions and has unique image analysis and capabilities needed to support research related to structural health monitoring. There is a requirement to evaluate fatigue crack propagation and remaining useful life of hydraulic steel structures. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement shall be submitted to Amy Pant at Amy.E.Pant@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 3 days from the posted date of this notice.
