- The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health (NCEH), Division of Laboratory Science, hereby submits a notice of intent to award a sole source, firm fixed price contract to Xenity Corporation, 1413 Denver West Parkway STE 100, Golden, CO 80401. This commercial contract is to attain Tom Tom GIS Data Products within the GRASP map products, web-based applications, and analysis projects. GRASPS intends to utilize the Tom Tome Enterprise GIS data Product to support public health objectives in the areas of (1) environmental exposure analysis, (2) chronic and infectious disease surveillance, tracking and reporting and (3) emergency preparedness & response. The Contractor will enable GRASP to use TomTom Enterprise GIS Data Products within GRASP map products, web-based applications, and analysis projects. Specifically, the vendor must provide (1) a TomTom Enterprise 1-year data license for a variety of products, (2) TomTom Enterprise GIS data product updates twice per year, (3) TomTom Enterprise GIS data FGDC-compliant metadata and user manuals, (4) GIS data support, and (5) GIS technical and professional data preparation services. The license will enable GRASP to use the GIS data product within GRASP map products, web-based applications, and analysis projects. The contract will provide a license for the use of a nationwide GIS data product for the time period of 1 year. Due to the proprietary nature of the Tom Tom GIS software and data, Xentity is the only known source with ability and rights to provide these products. The anticipated period of performance is 12 months. This sole source contracting action is conducted pursuant to the authority under 10 U.S.C. 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. North American Classification System Code (NAICS) is 541512, with a standard business size of $27.5M. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Center for Disease Control and Prevention, National Centers for Environmental Health. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this notice.
