- This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Protech International, 630 Boerne Stage Airfield, Boerne, Texas, 78006, for the acquisition of Multifunction Dual Wave Electroporator. Item Number Description Qty. 1 CUUY21-EDIT-II-Multifunction Dual Electroporator 1 2 LF501-P1-10-Platinum Plate 2 Glass Slide Electrode 3 Shipping The Protech Multifunction Dual Wave Electroporator will be used to generate mutant mouse models for studying gene function and human disease. This instrument can be used to electroporate samples such as tissues, adhesive cells, cell lines, and primary cells with various unique electrode. The Pregnancy and Female Reproduction Group, at the NIEHS, investigates the process of making mutant animals. To fully investigate this process, this instrument is needed for routine laboratory activities to actively manipulate muse genome to develop mutant mouse model to study human disease. It has been determined that Protech International, is the only known responsible source capable of providing these supplies and no other supplies will satisfy the agency's requirements. Additionally, this Multifunction Dual Wave Electroporator is the only instrument compatible with existing instruments utilized by the lab. The ability to maintain continuity of experimental procedures is crucial to the success of the Division of Intramural Research, Pregnancy and Female Reproduction Group. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 1000. The anticipated delivery time is 30 days, ARO. NIEHS will solicit and negotiate directly with Protech International and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 9:00 AM, August 11, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Protech International.
