Description

Sole Source J&A for Exception to Fair Opportunity (Over $150K_ FAR 16.505(b) General: The National Park Service, Department of Interior, intends to negotiate a sole source A-E procurement with The Louis Berger Group, Inc., to acquire A-E Title II SVCS for Construction Document (CD) Services necessary for the preparation of the Plans, Specifications, and Estimates (PS&E) and other supporting documents. This procurement is being conducted under Simplified Acquisition Procedures. Louis Berger (Berger ABAM, Inc.-Berger Group Holdings, Inc.) previously performed the initial planning, and pre-design, and has the background and expertise to further conduct the Services necessary for the preparation of the Design and Construction Documents for Plans, Specifications, and Estimates (PS&E). As a result of their technical expertise regarding the drawings, specifications, site constraints, commissioning, utility requirements and security requirements, the Government believes that the identified A/E Contractor is the "only one responsible source" as defined by FAR 6.302-01 (a)(2)(ii) for the required services. Firms that believe they can provide the required Services described below are encouraged to identify themselves and give written notice to the Contracting Officer. Firms believing they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability for the stated requirements. This notice is not a request for competitive quotes. All responses received within 15 days of the date of Public Posting of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail to both the primary and secondary points of contact provided in this announcement: Thomas Bales - thomas_bales@contractor.nps.gov, and Aaron Adams - aaron_adams@nps.gov. Responses should include the firm's Dun and Bradstreet Number and identification of business size, in accordance with the Small Business Size Standards. Type of Procurement: A negotiated, A-E sole source, firm-fixed-price, Task Order, issued under the aforementioned A/E Contractor's current base IDIQ Contract is anticipated.
