Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE 1.Solicitation Number: HHS-NIH-NIDA-SSSA-SS-2017-721 2.Title: Virus Counter 3100 or Equal for the Molecular Physiology and Biophysics Section 3.Classification Code: 66 - Instruments and Laboratory Equipment 4.NAICS Code: 334516 5.Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background : The Molecular Physiology and Biophysics Section (MPBS) focuses on structural and mechanistic studies of eukaryotic membrane proteins. Some complex eukaryotic integral membrane proteins absolutely require a mammalian host for obtaining good quality protein for structural and functional studies. Recently the MPBS has started setting up the BacMam expression system using mammalian cells and a viral transduction method, which is now the method of choice for the best and the most productive labs working in this area. However, one key variable in getting this method to work is the viral titer, which is a critical determinant of subsequent transduction and expression in mammalian cells. MPBS requires a Virus Counter 3100 or Equal to measure viral titers. Purpose and Objectives : The purpose of this acquisition is to acquire a Virus Counter 3100 or Equal for accurate measurement of virus particles Project requirements : The contractor will provide a Virus Counter 3100 [Intelliyct manufacturer part numbers: 92166, 50086, 50081, 92095] or Equal that meets the following specifications: •System must be automated and be able to rapidly and quantitatively estimate virus titers. •System must be able to quantify virus particles that can take 96 well format with at least a 10% error rate measured between replicate samples. •System must be able to detect, identify and display total virus particle concentration in units of virus particles per milliliter for each sample within 60 seconds of sample introduction. •System must have the ability to process a wide variety of sample preparations including crude host cell supernatant, live and inactivated virus and purified virus preparations. •System must include software that monitors and reports sample carryover between samples. •System must include reagents and consumables for running at least 200 samples. Anticipated Delivery Date : Contractor shall deliver and install equipment within eight (8) weeks of receipt of order. Delivery must be FOB Destination and must include inside installation. Two (2) day on-site training must take place within two (2) weeks of equipment installation. Training shall be provided by an original equipment manufacturer certified (OEM) service technician for up to four (4) Government employees. Delivery, installation and training shall take place between the hours of 8:00am and 5:00pm, Bethesda, MD local prevailing time, Monday through Friday and be provided by an Original Equipment Manufacturer (OEM) certified service technician. Other important considerations : Warranty : Contractor shall provide a one (1) year warranty on all parts, materials and labor. All products shall be warranted to be free from material defects in workmanship or material under normal use and service for warranty period. Contractor shall provide repairs by an OEM certified service technician for all equipment under warranty, inclusive of replacement parts, labor and travel. Options : Contractor shall provide an option for one (1) additional year of maintenance, inclusive of one (1) preventive maintenance inspection, telephone and internet support and repairs. Repairs shall include replacement parts, labor and travel at no additional cost to the Government by an OEM certified technician. Capability statement /information sought: Contractors that believe that they possess the ability to provide the required equipment, installation, training and other considerations should submit documentation on their ability to meet each of the project requirements to the Contract Specialist. The Contractor should directly and specifically state in the, capabilities statement, which project requirements can be meet and/or supplied. The Contractor must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Michelle Morelli, at e-mail address michelle.morelli@nih.gov The response must be received on or before August 18, 2017 at 4 pm, Eastern Time. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
