- Solicitation for Blood and Blood Components Training Sets This is a Request for Quote (RFQ)/Solicitation to provide 2,486 units of Blood and Blood Component Training Sets. The Health Readiness Contracting Office (HRCO) - Joint Base San Antonio, Fort Sam Houston, TX, intends to issue a single, Firm-Fixed Price (FFP) award in support of the Medical Readiness Training Command (MRTC). This acquisition is being solicited as Full and Open (unrestricted) competition. The North American Industry Classification System (NAICS) code is 339112 - Surgical and Medical Instrument Manufacturing, with a small business size standard of 1,000 employees. Award will be made using the lowest price technically acceptable (LPTA) source selection process. The delivery of the award will be FOB Destination and date of delivery will be 30 days after date of contract (ADC). This is the only solicitation for this acquisition. This solicitation will be available in electronic format only. The official access point to the solicitation is via the Federal Business Opportunities website at www.fbo.gov. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. All elements of the RFQ shall be submitted by the Offeror with a quote no later than (NLT) the date/time shown in Block 8 of the Standard Form (SF) 1449, Solicitation/Contract Order for Commercial Items.
