Description
Draft Technical Evaluation Criteria Draft Statement of Work This is a Pre-Solicitation Notice. This is not a request for proposals, proposal abstracts, or quotations and does not commit the Government to any contractual agreement. No solicitation is available and requests for solicitation packages will not receive a response. The Office of Research Facilities (ORF), National Institutes of Health (NIH), has a requirement for chemical, radioactive, and mixed waste collection and management services on the NIH campus located in Bethesda, Maryland, as well as approximately 27 off-campus facilities in Maryland. The requirement involves conducting an integrated and comprehensive multiple component waste management service including, but not limited to, provisions for: waste collection, receiving and processing of wastes, packaging and shipping of wastes for off‐site treatment, waste data tracking, waste analytical services, on‐site treatment, and operation of the NIH Waste Management Facility Building 21. The contract requires annual processing, treatment and disposal of approximately 225 tons of chemical wastes, 9 tons of mixed wastes, and 21 tons of radioactive wastes. Further, these services include on‐site treatments of chemical and mixed wastes; the operation of a permitted hazardous waste facility; the operation of an NRC licensed radioactive waste facility; the electronic data tracking of all waste transactions; preparation and delivery of regulatory reports; and, receiving of requests for service from NIH customers for waste collections and container deliveries. A five-year single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated for these services on or about December 31, 2017. Task orders may be firm-fixed-price, time and materials or a combination. Options within task orders is also anticipated for recurring services. The solicitation will be issued prior to September 29, 2017, in an electronic format only, on this web site (https://www.fbo.gov). Offerors are responsible for routinely checking this web site for any amendments to the solicitation. No individual notification of amendments will be provided. Proposals will be due 60 days after the date of the issuance of the solicitation. A Sources Sought Notice, including a draft Statement of Work, had been posted as HHSNIHODSBSS17009 on December 30, 2016. The intended procurement will be classified under NAICS 562112, Hazardous Waste Collection. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No collect telephone calls will be accepted.
