- SUBJECT The 407 th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN(s) listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre solicitation Conference. The Government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications. These NSNs are critical to aircraft missions that are utilized on KC-135s, A-10s, DC-9s and C-5s for operations and training. Impediment to Competition The original equipment manufacturer for these items is Rockwell Collins CAGEs (13499) (4V792) (95105) (0EFD0) (1SMU4) (09344) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rockwell Collins is the only known source with adequate knowledge of the above NSNs performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract for the acquisition of the above NSN's in support of multiple platforms. Other interested parties may identify their interest and capability to respond to the requirement no later than 1 September 2017 to Charles Bentley at Charles.Bentley.6.ctr@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
