Description
The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), has a requirement for contractor supplied laboratory testing and analysis services in support of the National Computation Center for Toxicology (NCCT), Research Triangle Park, North Carolina. The contractor will procure and supply hundreds to thousands of requested chemical samples, confirm chemical identities based on vendor-provided documentation and by analytical means, solubilize and formulate into appropriate dilutions, plate into high-throughput formats, ship samples to ToxCast partners and assay vendors, provide automated sample handling procedures for hundreds to thousands of chemicals, and maintain chemical data management for accurate sample tracking. The ToxCast chemical inventory is publicly available and contains approximately 4,000 compounds that are representative of the chemical domains from which EPA will select an estimated minimum of 500 and an estimated maximum of 20,000 chemical samples for procurement under this contract (see http://www.epa.gov/ncct/toxcast/chemicals.html ). EPA anticipates the award of an Indefinite Delivery/Indefinite Quantity, firm-fixed price, Task Order contract with an ordering period of five-years. The NAICS code is 541712, with a small business size standard of 1,000 employees. It is anticipated the Request for Proposals (RFP) will be issued on or about August 31, 2017. Proposals will be due approximately 15/30 days after the RFP issue date. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. All responsible sources categorized under the stated NAICS Code may submit a proposal which shall be considered by the Agency. The announcement will be posted at the website referenced below. The requirement is being solicited under solicitation SOL-NC-17-00014. The solicitation and amendments will be available at and posted on FedConnect, the EPA ¿s governmental web portal, and synopsized on FedBizOps, the Government ¿s government-wide point of entry (GPE). This notice, the RFP, and any amendments will be available via the internet at the following URL: https://www.fedconnect.net/FedConnect/Default.htm. All interested parties who believe they can provide the required services in accordance with the attached PWS should submit a quote via FedConnect by the closing date stated in the RFP. Consequently, any respondents failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. The use of FedConnect also furthers the EPA ¿s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. In addition, all prospective offerors must be actively registered in the System for Award Management (SAM). Registration in SAM facilitates registration for FedConnect and is required to receive a contract/purchase order award by the Federal Government. Please note that vendors MUST have their SAM profile set to ¿public, ¿ otherwise FedConnect will not be able to access the SAM information required to validate vendor credentials. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. PLEASE NOTE: NO FURTHER SYNOPSIS OR INFORMATION WILL BE POSTED TO FEDBIZOPS. It will be the offeror's responsibility to frequently check the same site where the solicitation is to be posted, FedConnect, for any amendments, changes to the RFP issue and closing date, additional information, and pre-proposal conference / site visit date, time, and specific meeting location. All contractual and technical questions must be submitted in writing (via FedConnect / e-mail). Telephone questions will not be accepted.
