Description
Plans Specs W912WJ-17-B-0021 - Solicitation *** The solicitation related to the below pre-solicitation notice is now posted. All information in the solicitation supersedes information in the pre-solicitation notice. *** The U.S. Army Corps of Engineers, New England District is issuing a small business set-aside solicitation for all contractors for the construction of the Nantasket Beach, Hurricane and Storm Damage Reduction project in Hull, Massachusetts. The NAICS code for the work described below is 237310. The project is planned to be issued in August 2017, and will be restricted to small businesses only. The construction will extend over an 8-month period starting in the November of 2017. The estimated magnitude of this project is between $1,000,000 and $5,000,000. Any responsible source may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be along the seawall at Nantasket Beach Reservation on Hull Shore Drive in Hull, Massachusetts. This project consists of constructing and approximately 2,200 linear foot stone toe revetment, which would include the following components: • Shoreline excavation of approximately 27,000 cubic yards of existing beach material. It is expected that the excavated material will be re-used on site. • Placement of approximately 4,000 square yards of geotextile fabric • Placement of approximately 1,600 cubic yards of gravel and crushed stone • Placement of approximately 4,000 cubic yards of 350 lbs. stone • Placement of approximately 10,000 cubic yards of 2-3 ton armor stone • Placement of approximately thirty (30) 6' x 3' x 2' granite slabs (access steps) • Backfilling of the revetment with the excavated beach material In addition to examining the criteria in FAR 9.104-1, the Contracting Officer will also examine whether the low bidder can meet the requirements of the solicitation by demonstrating completion of one (1) project within the last six (6) years that involved construction of a revetment requiring the placement of 2 ton stones or larger on an intertidal beach where work had to be coordinated around high tide cycles. Firms may use subcontractor experience to demonstrate experience with the Definitive Responsibility Criteria, but the role and work performed by each team member (prime and subcontractors) on projects demonstrating that team member's experience with the Definitive Responsibility Criteria shall be the same as the role for that team member under this procurement. Bidders are not required to submit additional documentation related to this criterion at the time of bid. However, the apparent awardee shall submit the information to the Government within 2 business days of bid opening to support the responsibility determination. Please note this solicitation is set aside for small businesses, which means that only small business firms can submit a bid. This is not a request for proposals or bids at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available in or around August, 2017. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
