- This publication serves as notice of intent to procure an equipment upgrade to existing equipment for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research, Special Operations and Research Division, Las Vegas, Nevada on a sole source basis with Vaisala, Inc., in accordance with the authority of 41 U.S.C. 1901, FAR 13.500 (a). The Government intends to negotiate a contract with Vaisala, Inc. for modifications and upgrades to four existing Vaisala Lightning Sensors LS7001 including installation, training and software upgrades. This equipment is utilized as lighting detection equipment for an agreement with the U.S. Department of Energy, former Nevada Test Site. The anticipated contract will be for delivery and installation of the equipment upgrade, software and training. Anticipated award date is no later than September 15, 2017. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334519 Other Measuring and Controlling Device Manufacturing and the small business size standard is 500 employees. The proposed contract action is for services including equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302 Circumstances Permitting Other Than Full and Open Competition. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer and all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
