Description

This procurement is intended for construction services to construct a hardened Wing Installation Control Center (ICC) at Andersen Air Force Base (AAFB) on Guam. This 1,142 SM facility is to be constructed of cast-in-place reinforced concrete consisting of a 1.07 m (42-inch) thick flat roof supported by 1.07 m (42-inch) thick vertical walls. The facility also consists of reinforced concrete footings, foundations, floor slabs, and roof deck with membrane covering. Roof deck will be supported with steel trusses and beams. The project includes electrical, mechanical, water, communication, fire suppression/detection, air conditioning system with humidity environmental controls, utilities, pavements, parking, associated site improvements, and all necessary supporting facilities for a complete and usable facility and incidental related work. The NAICS Code for this procurement is 236220 (Commercial and Institutional Building Construction) and the annual size standard is $36.5M. The estimated cost of construction is between $10M and $25M for the project. The solicitation utilizes Lowest Price Technical Acceptable (LPTA) source selection procedures which require Offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the bid price, whichever is less. Based on previous market research sources sought notice N4019217RP600, the activity small business office concurs with the decision to set-aside this procurement. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition. Offerors can view and/or download the solicitation and any attachments at https://www.neco.navy.mil when it becomes available on or about 06 September 2017. No further notice of solicitation activity will be provided to interested offerors. A pre-proposal conference and site visit is scheduled for Friday 15 September 2017 at 0900 hrs. Interested attendees requiring base access to Andersen Air Force Base (AAFB) must complete the Base Access List (BAL) form, obtain the Contracting Officer ™s signature, and submit it by email to the AAFB Visitor Control Center at 36sfs.vcc@us.af.mil. Interested attendees that are foreign nationals must also complete a Foreign National Access Request Form.
