- This is a REQUEST FOR QUOTATIONS for a construction project to paint the exterior of the Stable building at Fort Spokane, Lake Roosevelt National Recreation Area. The physical address of the Fort Spokane District Office is 44150 District Office Lane North, Davenport, WA 99122. The Historic Stable building is within 500 feet of Highway 25 (to the west of the highway) and is within 200 feet from the existing access road. The Stable building was built by the U.S. Army in 1887. The building is 10,608 square feet and has two levels, with 5,508 square feet on the main level and another 5,100 in the upstairs storage area. The exterior to be painted is composed of 1 inch by 12 inch rough cut wood. The total exterior surface to be painted is 6,480 square feet. There are thirty-nine windows, which include: 32 that measure thirty-two inch by fourteen inch, 3 that measure forty-six inches by thirty six inches and 4 that measure thirty-six inches by thirty-three inches. The exterior was last painted in 2008 using a spray gun and approximately 50 gallons of paint was used. Work shall be accomplished in accordance with the provisions of "NPS-28: CULTURAL RESOURCE MANAGEMENT GUIDELINE" available on-line at http://obpa-nc.org/DOI-AdminRecord/0049518-0049814.pdf and the "1983 Historic Structures Preservation Guide." The stable is a contributing element to the Fort Spokane Historic District. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Click the title to open the overview page, where on the right-side are all of the attachments including the Standard Form 1442. SITE VISIT. An organized site visit is scheduled for Thursday, August 31, 2017 at 1pm (PST). Interested contractors shall RSVP with either Nate Krohn at (509) 754-7820 or Nate_Krohn@nps.gov. Contractors will meet at the Fort Spokane District Office, 44150 District Office Lane North, Davenport, WA 99122. Refer to full site visit details provided in Attachment 3, Section L. PROJECT PERIOD OF PERFORMANCE is 60 days from Notice to Proceed to substantial completion. OTHER INFO. All work will be performed under a single contract. In the event that competitive quotes are not received for this solicitation, an offeror may be required to submit cost and pricing data or information other than cost and pricing data. This project is being solicited and awarded as a total (100%) Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 238320, Painting and Wall Covering Contractors, with an associate small business size standard of $15 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is less than $25,000. It is the responsibility of the quoters to monitor the FBO and FedConnect websites to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation's closing date.
