- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to purchase a deployable battery pack that must be certified for transportation on military aircraft from Enerdel Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CERL requires the purchase of a deployable battery pack that must be certified for transportation on military aircraft. This product will be a proof-of-concept for a man portable, ruggedized, certified battery pack. Battery packs such as this one will help to decrease the overall diesel requirements down range. In order for this type of technology to be used by the military it must be tested and evaluated by the research community. This research will allow the team to work on developing requirements for a DoD process for approving battery chemistry. This requirement Includes: 1. Basic Requirements a. Man Portable. b. Ruggedized for deployment. c. Must be reconfigurable for connecting multiple inputs. d. Certified for transportation on military aircraft (MILair). 2. The batteries must have been reviewed by the Naval Surface Warfare Center, Carderock Division (NWSCCD) Advanced Power and Energy Branch (Code 636) for military transport. Batteries must be certified by the Naval Sea Systems Command (NAVSEA) Lithium Battery Safety Program (SEA05Z34) to include air transport. Certification must be in accordance with NAVSEA Instruction 9310.1C and NAVSEA TM S9310-AQ-SAF-010. 3. The following are requirements that the battery pack must meet: a. Maximum mass of 150 kg b. Energy rating of at least 10 kWh c. Minimum voltage of 240 V d. Maximum Cont. Discharge of 70 A e. Maximum Cont. Charge of 35 A f. Maximum Pulse Discharge of 105 A g. Maximum Regen. Current of 70 A h. Forced air thermal management Heating/Cooling i. Ruggedized style housing container that meets military standard requirements i. System must be reconfigurable so batteries are interchangeable from one ruggedized container to another ii. System must be reconfigurable for connecting inverters, generators, and multiple power inputs j. Must meet NAVSEA fire suppression system requirements for air transport k. There must be a discharge button l. Must meet FFA requirements for displaying state of charge m. Must have open communications protocol i. Data must register as open source ii. Users must be able to obtain status update and have access to limits, controls. Must be able to safely operate the battery pack while maintaining battery safety. 4. Additional Requirements: a. User Manual b. Engineering support for modifications and adjustments to government approved design through the commissioning of product Commissioning Date at Champaign, IL - Construction Engineering Research Laboratory is required NLT 30 September 2018. The Enerdel PE350-394A Battery pack is the only product on the market that meets all of the requirements for this procurement. These requirements include a minimum voltage of 240V, the capability for outdoor use, man portable, and NAVSEA certification for military transport. It would not be possible for any other unit to be modified to meet all our requirements and obtain NAVSEA certification within our program timeline. Therefore, ERDC-CERL intends to sole-source this requirement to Enerdel Inc. The associated North American Industry Classification System (NAICS) code is 335911, which has a size standard of 1,250 employees. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.
