- Sole Source Justification The Federal Communications Commission intends to award a Firm-Fixed-Price Purchase Order on a sole source basis in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 6.302-1(b)(1)(i), unique supplies or services available from only one source or only one supplier with unique capabilities. The objective of this requirement is to procure sixteen (16) AH Systems TDS-535 tuned dipole antenna sets. The AH systems TFD-535 dipole sets are specifically designed to interoperate with the existing signals collection equipment. The antenna sets are used in conjunction with the Z-technology R-506/R-507 field strength meters already employed by the FCC's field division. The antenna sets must have the same basic functionality and operational characteristics, including size and weight, as AH systems antenna sets already in use by the FCC. The FCC has identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order to A.H. Systems 9710 Cozycroft Ave., Chatsworth, CA 91311. This is not a request for competitive proposals or quotes and no solicitation is available. However, all responsible sources may submit a capability statement, which the government will consider. The response must be in writing with clear and convincing evidence to support the respondent's ability to provide timely and effective supplies or services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. The Contracting Officer is William Levenson and the Contract Specialist is Nereyda Dunn. A solicitation will not be posted. Submissions are due by September 4, 2017, at 11:00 AM Eastern Daylight Time, via email ONLY at nereyda.dunn@fcc.gov. Questions submitted by phone will not be considered.
