- Attachment 03 - Revised Plans dated 22 Aug 2017 Amendment 01 The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for permanent repairs to a failed embankment and the underlying failed arch culvert, which transmits Sulphur Run in Blairsville, PA. This requirement includes general site work consisting of the installation of a temporary stream crossing, temporary storm water controls, and erosion and sediment controls. The contract work will require the installation of temporary diversion structures to channel stream flow. The existing slope and foundation materials, temporary stabilization measures, and failed portion of the culvert will be removed. Some materials will be disposed of while others may be reutilized on the project. The requirement includes the replacement of the failed portion of the culvert with a structural plate. The remaining stone arch culvert and the new structural plate shall be lined using a centrifugally cast concrete pipe process. Replacement of the culvert will include the installation of a new concrete headwall and wingwalls and bank armoring/stabilization with R5 aggregate for 50 feet downstream of the headwall. The requirement includes an option to extend the bank armoring/stabilization an additional 125 feet downstream. Site restoration will include removal of the temporary stream crossing, installation of security fencing, and removal of temporary erosion and sediment controls. This procurement will be Firm Fixed Price and will be set aside 100% for Small Businesses. The NAICS code for this acquisition is 237990, Other Heavy and Civil Engineering Construction. The period of performance for the base contract and option period (if necessary) is 180 Days after receipt of the Notice to Proceed. The estimated cost of the proposed work is between $1,000,000 and $5,000,000. The Invitation for Bid (IFB) will be issued on or about August 1, 2017. Contractors must be registered in the System for Award Management (SAM) database prior to receiving any federal contract award (visit www.sam.gov to register).
