- Redacted Brand Name J&A Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for one EnCaseR Endpoint Investigator 8 Uncapped Component License 0-2,000 nodes and one EnCaseR Endpoint Investigator SMS for 1year, all built to the specifications provided herein. This solicitation will be competed on an other than full and open basis due to a brand name requirement. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation ( RFQ) no. N00167-17-R-0019. The NAICS code is 511210 and the business size standard. The provisions and clauses included and/or incorporated in th is solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) •1. Technical - Offerors' quotes must reflect the required specifications included in the RFQ. •2. Price - Offerors' quotes must include all applicable costs. See 52.212-2 - EVALUATION OF PROPOSALS, incorporated into this solicitation, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to kellie.holley@navy.mil no later than 24 August 2017. All questions will be answered in an amendment to the solicitation. Quote packages are due by 28 August 2017 at 11:59 am EST. Late quotes will not be considered. Quote packages shall be sent to kellie.holley@navy.mil and contain a cover sheet that provides the following information: •a) Official Company Name; •b) Point of contact including name and phone number; and •c) DUNS number.
