- The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify capable sources within the United States and Canada to manufacture and deliver the 155mm XM1128 Metal Parts Assembly. The purpose of this market survey is to obtain current information on the capability of potential sources to deliver the 155mm XM1128 Metal Parts Assembly starting in Fiscal Year (FY) 2020. The 155mm XM1128 Metal Parts Assembly for the 155mm XM1128 Projectile may or may not include Lithographic Fragmentation Technology (LFT). LFT, or Lithographic Fragmentation Technology, is a new, patent-pending processing technique developed by the government to cost-effectively pattern and generate pre-formed fragments for optimized target effects. LFT, pronounced "lift," can be used to force unitary high explosive (HE) munitions to produce larger specific fragment sizes and shapes when increased anti-materiel performance is required versus the multitude of smaller-sized anti-personnel fragments produced by most current fragmentation warhead products. The 155mm XM1128 Metal Parts Assembly will consist of a forged warhead and a separately forged base closure identical to the one previously used on the M864 projectile. The warhead will be made of High Fragmented-1 "HF-1" steel heat treated to the specified strength and the base closure will be forged from 4340 steel. The 155mm XM1128 Metal Parts Assembly will also utilize a welded rotating band similar to the one used on the 155mm Artillery M795 Projectile Metal Parts Assembly.. The Technical Data Package (TDP) for the 155mm XM1128 Metal Parts Assembly will not be provided in whole or in part in support of this Market Survey. Significant 155mm XM1128 Projectile performance requirements are indicated below: - An accuracy of low angle=PE range <.35%, PE deflection <1mil, high angle=PE range <.35%, PE deflection <2 mils (Threshold) to.20% range fired, PE deflection.5 mil at low angle and 1 mil high angle. (Objective) - A maximum range of 30km (Threshold) to 70km (Objective) when fired from a 39 caliber howitzer barrel (M109/M777) (not applicable to M1156 (NA29 PGK); With M1156 (NA29 PGK) a maximum range of 27 km (Threshold) to 70km (Objective); - A minimum range of low angle =3.4km, high angle=5.0km (Threshold) to low angle= 3.0km, high angle=4.7km (Objective); - Fuze Compatibility of the M782, M767 series, M739 series, M732A2, MK399, and M1156 (NA29 PGK) (Threshold=Objective); - Propellant Compatibility with the M119A2, M203A1, M231, and M232A1 (Threshold) to Joint Ballistic Memorandum of Understanding propellant systems, Supercharge XM654 (Objective); - Regarding effectiveness, the XM1128 with LFT shall achieve equal to or greater than M795 IM (DA54) - Platform Compatibility with the US 39 caliber weapon systems M777A2, M109A6, M109A7, Interoperable with 52 caliber Archer, and PzH2000 (Threshold) to the Extended Range Cannon Artillery (ERCA) XM907 (Objective); - Insensitive Munitions (IM) to be in accordance with PEO Ammo IM Plan (Threshold) to Full IM Compliance (Objective) - A 20 year storage life (Threshold=Objective) The 155mm XM1128 Projectile is expected to achieve Milestone C (MS C) in FY 20 and Initial Operational Capability (IOC) within the FY 22 timeframe. It is anticipated that the initial production phase will consist of five (5) years of production starting in FY20. The Low Rate Initial Production (LRIP) estimated quantities are a total of 2,500 cartridges. To be considered a capable source for this effort, all interested sources must submit the following information: 1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size. 2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities. 3. Past manufacturing experience with nosed 155mm Metal Parts Assemblies. 4. A description of facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used. 5. A description of the company's existing production capacity, their projected monthly production and delivery capability, and their ability to meet the Government's minimum production rate of 5,000 units per month and 6. Provide a Rough Order of Magnitude (ROM) for the unit price with and without LFT for a quantity of 10,000; 25,000; and 50,000 cartridges/per year. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. All information submitted will be held in a confidential status. All submissions are requested to be made electronically NLT 30 calendar days from the date of this publication by electronic mail to Mariah Hanko, mariah.l.hanko.civ@mail.mil. The Government will accept written questions by e-mail ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the Market Research notice. All information provided will not be returned and will be held in a confidential status. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
