- Appendix C Sole Source Justification Solicitation/Synopsis SOLICITATION F3Q0AP7163Q001 is issued as a request for quotation (RFQ) This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as Request for Quote (RFQ) No. F3Q0AP7163Q001. This requirement will be sole-source. SMALL BUSINESS SIZE STANDARD: (a) NAICS: 332994 (b) Employees/Dollars: 1000 Employees Requirement: The contractor shall provide all supervision, personnel, labor, equipment, tools, materials, and equipment necessary to accomplish the install a bird cannon system. The system would discourage birds from populating and frequenting the immediate runway environments. This objective can be achieved by strategically placing a series of remote bird deterrent units on the airfield. Each bird deterrent unit will be capable of producing, via radio command, LP gas cannon blasts, and select units will emit recorded bird distress cries. The system would consist of the following: -At least 1 computer based master workstation capable of controlling all cannons. -Software that allows for activation tracking and current status of all cannons to include fuel levels. Software must be upgradeable to incorporate new sounds and techniques. -At least 8 hand held transmitter units that can activate any of the cannons from any point on the airfield -The cannons should be self-contained, not require an outside electrical power source (be solar powered), waterproof, on a rotating platform, portable/moveable but also have the ability to be mounted -Cannons must be solar powered (for electrical power) and the firing powered by standard 5 gallon LP gas cylinder -Contractor shall perform a geo-survey using the attached surface map of Robins AFB airfield which shows the airfield, approach, departure, and critical areas. -System shall include bird deterrent cannons with distress cry generator covering the critical areas of the airfield (as identified on the airfield surface map). These cannons must have the capability to generate a series of bird distress cries that could be played selectively or randomly. -Contractor shall provide as part of the quote a bird cannon system configuration & number of cannons necessary to eliminate all dead space on the airfield, approach, and departure areas (area shown on surface map). -The contractor quote shall state the number and layout of all antennas, remote bird deterrents, distress cry generators, and the provide a system visual layout graphically depicting how the system will be positioned on the airfield as determined by contractor performed geo survey -Remote system must be capable of being fired as singles, zones, or complete system at once and controlled from the Air Traffic Control tower or being set to fire randomly -System shall be a turn-key system including the set-up and training of personnel -Quote shall include a 1 year of maintenance -Bird Cannon system shall include potential future annual maintenance contract following the 1 year of included maintenance -Minimum 2 year warranty The Scare Wars system by Reed-Joseph International Company is the only automated bird cannon system known to be currently in use by military installations worldwide. It is currently installed and in operation in 14 other Air Force bases throughout the Atlantic flyway and many other bases worldwide. The interoperability between installations all along the Atlantic Flyway ensures each base can alert other bases along the flyway to a particular bird migration hazard. This allows the installation the birds are heading toward to set their Scare Wars system to the technique the alerting base found to be successful in warding off hazardous bird presence. This allows the communication of the specific type of bird that is inbound and the specific cannon firing strategy and/or distress cry that was used successfully at the base where the birds most recently flew through. Robins AFB, GA's use of this particular system will allow us to reap the benefit of being networked with the other 14 locations collective bird intellegence thereby being able to utilize techniques based on recent information about the traveling bird species. This helps to synergize bird abatement strategies in accordance with the Atlantic Flyway's unique bird behavioral flight patterns and thus synchronize bird abatement strategies and techniques. These advantages are paramount to potentially saving the lives of Air Force aircrew and preventing costly aircraft damage, both here at Robins AFB and at the other installations within the Atlantic Flyway. Additionally, two members of the flight safety/airfield management team have already received training on this system while stationed at other locations already utilizing Scare Wars. By procuring this system, the Air Force will be able to leverage their existing training and eliminate excess cost for needless additional training. The government intends to award to: Scare Wars Radio Controlled Bird Abatement System GSA Contract GS-06-0012N Reed-Joseph International Company 800 Main street, Greenville, MS 38701 Vendors may still submit quotes if they believe they may satisfy this requirement. Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
