- Solicitation Package This Request for Quotations (RFQ) is for Heating Ventilation and Air Conditioning (HVAC) Systems Preventive Maintenance Services at the National Weather Service (NWS) Weather Forecast Office (WFO) in Caribou, ME. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a noncompetitive action. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1903, as implemented by the FAR 13.106-1(b)(1). In accordance with FAR 5.207(c)(15), the intended source is Mechanical Services, Inc. (MSI) in Portland, ME. Based on discussions with Schneider Electric, NWS, and acquisition personnel, the length of time required for such a process would exceed the projected procurement acquisition lead time for this effort. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 (effective 13 January 2017). This solicitation is not set aside for small businesses. FAR provision 52.212-2, Evaluation -- Commercial Items does not apply to this acquisition. The requirements at FAR 13.501(a) apply to sole source acquisitions of commercial items conducted pursuant to Subpart 13.5. The procedures in FAR subpart 13.5 were used in accordance with the authority of 41 U.S.C. 1903. Interested parties may identify their interest and capability to respond to the requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firm's certification and authorization by Aermec and Schneider Electric to perform the requisite services, including written confirmation from Aermec and Schneider Electric.
