Description
The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk, VA, 23511-3392 intends to award a Firm Fixed Price (FFP) contract utilizing the policies and procedures of FAR Subpart 8.4 Federal Supply Schedules. This instant acquisition is for the purchase of CAIRS.NET hardware, software, and support services for various locations in the Naples, Italy in the AOR and NCTAMS LANT detachment Rota Base Communications Office (BCO). CAIRS.NET permits the BCO to manage certain switch configurations, customer database, cable plan records, track trouble reports and resolution, and generation of required statistical data for both management and network customers. CAIRS.NET provides a complete spectrum of Telephone Network Management System (TNMS) capabilities required by the Government to manage large enterprise voice networks. This modular system offers a user-friendly design that streamlines workflow processes and reduces manpower requirements through a centralized management platform. The North American Industry Classification System (NAICS) code for this acquisition is 334290 Other Communication Manufacturing with a size standard of 750 employees. After posting a Sources Sought notice on 20 April 2017, the prospective Request for Proposal (RFP) will be processed utilizing œOther than Full and Open Competition. The resultant contract will be for one (1) base year and two (2) option years. All options will be evaluated in accordance with FAR 17.206(a). A complete RFQ package will be available on or about August 23, 2017 by downloading the documents at the GSA eBuy website. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov.
