The Federal Aviation Administration, Northwest Mountain Region, Western Service Area, is conducting a Market Survey/Request for Information to improve the Government's understanding of the current marketplace and to identify capable sources. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. The purpose of this Market Survey is to seek competent and qualified contractors to perform all work necessary to support the siting of a VORTAC type facility at the Tinian International Airport. The following is the summary of work: Task Prepare feasibility study(ies) on proposed siting of VORTAC facility(ies) on Saipan and Tinian. It is not yet known with certainty whether VOR, TACAN, or collocated VOR/TACAN facility(ies) (VORTAC) are planned. It is also not yet known whether one or both islands are involved. This task applies to individual or combined facilities as subsequently determined. Sub Task 1 - Gather relevant background information, such as proposed instrument approach procedures (IAPs), geography and topography, etc. Sub Task 2 - Visit relevant airports and nearby areas to assess feasibility of generating suitable VOR and/or TACAN signals to support general in-area navigation as well as planned IAPs. Sub Task 3 - Prepare a technical feasibility report in accordance with the References, documenting findings, analyzing potential sites, and recommending the best site(s) for any additional study once draft IAPs are proposed. Sub Task 4 - Submit the draft report(s) for FAA and military review and comment. Sub Task 5 - Incorporate/address comments and produce final report(s). Deliverables 1. Draft report for review and comment - within 4 working weeks after completion of relevant travel. 2. Final report incorporating/addressing comments received - within 2 working weeks after receipt of comments. The NAICS Code for this is: 541330 Engineering Services. With a small business size standard of $15 million Estimated cost is less than $50,000.00. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. Response submittals must include the following information (Submittals by email): A) List of projects of similar size and complexity for the last 3 years. B) Business size status: 8(a), Small Business, SDVOSB, etc. Include 8(a) or SDVOSB letter if applicable. Please submit responses to the market survey by August 30, 2017.
