Description
Title: Funwave Description(s): The U.S. Army Corps of Engineers, Engineering Research and Development Center, Contracting Office has a requirement for Funwave Development. The ERDC intends to solicit and award on a brand name basis under the authority of FAR 13.106(1)b, to University of Delaware., 220 HULLIHEN HALL NEWARK, DE 19716 (Cage Code: 015X1). It has been determined that only one source is reasonably available. The NAICS code for this requirement is 541712 - Research and Development, Physical, Engineering, Life Sciences (except Biotechnology); Size Standard 1000 Employees. This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Nature and/or description of the action being approved: Currently the USACE has no robust and computationally efficient numerical model to address the ship wake quantification problem on a long-term operational scale. The quantification of erosion of shorelines and riverbanks due to ship-generated waves is a ubiquitous concern in most navigation channels across the country, particularly problematic in shallow coastal waters and regions not exposed to large sea swells or impacts from large wind generated waves. As a steadily increasing number of crafts are put into service, particularly passenger ferry traffic, more coastal regions are exposed to wash from vessel wakes, causing a growing concern with respect to public safety, potential damage of coastal structures, and the corresponding environmental impacts. The ERDC Coastal & Hydraulics Lab (CHL) last year had the requirement to make improvements in ship wake generation mechanism for the phase-resolving numerical wave-modeling framework in which was competed and awarded to University of Delaware. The new requirement will be a follow on assessment to upgrade the current capabilities in FUNWAVE's ship-wake modeling module of FUNWAVE. These are to be implemented with modern programming paradigms to make use of distributed High Performance Computing (HPC) with Message Passing Interface (MPI) library. The modules will need to be validated against existing and established physical models, data in both laboratory and field measurements, as well as higher fidelity numerical models. The quantification of ship wakes on adjacent shorelines should be investigated with newly implemented sediment transport module. The current USACE sediment transport libraries, like SEDLIB are also heavily utilized across CHL-ERDC. Two-way coupling framework, moving grids, and a two-layer module to address waves over vegetation and permeable shorelines are vital for the project. Contracting without providing for full and open competition under this acquisition may of be accomplished pursuant to the authority 13.501(a)(1) (ii) of the Federal Acquisition Regulations. Demonstration of the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: FUNWAVE is a phase-resolving, time-stepping Boussinesq model for ocean surface wave propagation in the nearshore and is copyrighted under the terms of the GNU General Public License. The Funwave, theory and numerical implementation of the initial code, ERDC has current operational capabilities to since this is an open-source, copyleft software. The new module will need to be by added to Funwave a ship-wake modeling module currently in use by the Lab, by implementing and adding the with modern programming paradigms to make use of distributed High Performance Computing (HPC) with Message Passing Interface (MPI) library the ship wake generation of ship-generated waves. The modules will need to be validated against existing and established physical model data and field measurements, as well as higher fidelity numerical models that will be heavily used, not only in the CHL Lab, but ERDC wide.. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement shall be submitted to Amy Pant at Amy.E.Pant@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 28 August 2017 1200 pm CST
