Description
ASRC, Arctic Slope Regional Corporation under the new BOS contract FA3002-16-C-0004 is contemplating the issue of solicitation IFB215B for XTLF 16-1010 IDIQ Maintain Pavements Paint & Rubber Removal Indefinite Delivery/Indefinite Quantity (IDIQ) contract as a Small Business set aside with a basic period of performance for 65 calendar days with options years 1-3 using performance price trade-off. For Options Years 1-3 individual project drawing/task orders will be provided for each option year to define the project scope. A single contractor will be awarded, award will be determined by evaluation of the base year and all option years along with contractor past performance. Contract, Bonding, Task orders, and Award will be for each year individually at the time of each Task order. Task orders will be written against all of the three options years. ASRC terms and conditions will apply to the award. Further guidance will be posted on FedBizOps prior to the Pre-Bid conference/Site Visit. There is currently funds available for the base year but no funding is currently available for the option years. There shall be no legal liability on the part of the Government or ASRC should funding not be provided. In the absence of funding no contract will result. Should funds be provided, to be considered for award of this project a contractor must have satisfactory previous experience in the types of work contained in this solicitation and have a successful track record performing the types of work contained in the project? Vance AFB also has strict Base access regulations and commercial inspections are mandatory with each entry to the facility. The acceptance period for this action will be 60 days and contractors should consider this impact to their bonding limits prior to bidding the solicitation. The project will consist of IDIQ Base year with Option year's 1-3 rubber removal from runways, repainting, paint removal, and pavement marking replacement in all areas as shown on the plans. PERIOD OF PERFORMANCE The Period of Performance is DATE through DATE unless it is changed: (i) by a subsequent written agreement that is signed by the parties to this Subcontract; or (ii) in accordance with the clause of this Subcontract entitled Option to Extend the Term of Subcontract. Subcontractor is not authorized to continue work or provide services, and Prime is not obligated to compensate Subcontractor for expenses incurred or commitments made, before or after the Period of Performance. FUNDING The Subcontractor's performance under this Subcontract is subject to the terms and a condition of the Prime's incremental funding authorization notices provided under each individual Order ("Funding Authorization"). Prime contractor is not obligated to pay Subcontractor for Work that is not authorized under each individual Funding Authorization, and Subcontractor shall not perform such unauthorized Work. Funding issued by Prime shall expire at the end of the term described in under each individual Funding Authorization which the Prime may extend by issuing a revision to the Funding Authorization. The Subcontractor shall notify Prime in writing whenever it has reason to believe, under each individual Order, that the costs including both previously incurred costs and the costs it expects to incur in the next sixty (60) days will exceed seventy-five percent (75%) of the Order total amount funded. The notice shall state the estimated amount of additional funds required to continue performance for the period specified.
