Description

Statement of Need Single Source Justification The U.S. Department of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, Notice of Intent to negotiate and award a firm fixed price contract to General Dynamics Mission Systems, Inc., 1219 Digital Dr., STE 101, Richardson, TX 75081. General Dynamics is the original equipment manufacturer for the Hurricane Rated (HR) antennae which are critical components to the NOAA Wallops CDA Station's GOES operating system. The HR antennae require specialized components, such as Status and Interlock Boards, in the event there is a system failure and the antennae can be serviced and returned to normal operation with minimal delay. General Dynamics will provide the following expertise: knowledgeable and skilled technicians to build each board to the NOAA configurations that are proprietary to the General Dynamics team and assist in testing to manufacturer specifications. It is critical all spares meet proper operating standards so the HR antennae perform accordingly to the original equipment operating specifications. The GOES HR supports a vital role in our national security which supplies critical satellite data to forecasters that can result in the preservation of lives and property. General Dynamics supports both unique supplies and service to support the specific operation requirements for the NOAA Wallops CDA Station operating system. General Dynamics is the only source who can provide the specialized components for the GOES HR operating system and meet the Government's needs. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The Product Supply Code for this requirement is 5895 and the North American Identification Classification System (NAICS) code is 334220. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 5:00 pm ET, September 1, 2017 will be considered by the Government. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government.
