Description
The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of Armed Forces Medical Examiner System (AFMES) intends to negotiate on a sole source basis in accordance with (IAW) FAR 8.4, with AB Sciex, LLC, 1201 Radio Road, Redwood City, CA 94065-1217, as the only responsible source capable of providing Quadrupole Time of Flight (QTOF) Mass Spectrometer. AFMES, Division of Forensic Toxicology (DFT) has a requirement for one (1) Quadrupole Time of Flight (QTOF) Mass Spectrometer which will be used for research, method development and production work in forensic drug testing. The System must be capable of providing, low level detection, fast analysis time and advanced data processing accruate mass measurements. Items being purchased in this acquisition: AMES SCIEX X500 R QTOF PLATFORM The AB SCIex QTOF system must be capable of low level detection, fast analysis time, and advanced data processing. The system must include: atmospheric pressure ionization (API) LC interface, integrated switching (divert) valve, QJet ion guide for focusing ions and a high performance quadrupole mass analyzer followed by time of flight tube. All lens and analyzer voltages must be digitally controlled. The system must include collision cell, Turbo V source housing with ESI Twin Sprayer and APCI Twin Sprayer probes. The Turbo V source for the X500R will have two full source heaters and an independent calibrant delivery flow path. The system must also have an Integrated calibration system, heated, N-optic TOF path for improved mass accuracy, a mass range TOF of 40kDa, precursor ion selection mass range of 5-2250 m/z, resolution of 42,000 (FWHM) at m/z 956, perform MS and MS/MS experiments, and be capable of independent data acquisition (IDA) and MS/MSALL with SWATH modes. The system must allow for adjustable Q1 windows in SWATH. The system must include a PC Workstation and monitor with Microsoft Windows 10 or greater, Microsoft Office 2013 or greater, Sciex OS software disc, Sciex OS license for acquisition and processing on the acquisition PC, Sciex OS processing license for on-hand processing computer, Sciex OS LibraryView software and license. Any stand-alone applications where all software components are installed on one computer which controls the instrument and software. All system software, including Microsoft Office, requiring activation must be installed and activated prior to delivery and installation. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This contract includes open market items with an estimated value of $21,613.94 OPEN MARKET ITEMS: Description Catalog# Library View Software v.1.0 Software EULA 5022277 Microsoft Office 2013, BOM-w/Lic Key & Disk 5037582 Sciex University - Success Master (eLearning) TRNLP003 Sciex OS-Q 1.2 License Processing 1Year 5053975 This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 334516 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties that believe they are capable of meeting the requirement stated herein may submit technical data sufficient to determine that capability. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing Quadrupole Time of Flight (QTOF) Mass Spectrometer is AB Sciex, LLC; 1201 Radio Road, Redwood City, CA 94065-1217.
