- Page 1 of 1 The National Cemetery Administration is soliciting offers under Solicitation No. VA786A-17-Q-0067 for an alarm/security system installation for the Honor Guard Building at Fort Snelling National Cemetery; 7601 34th Ave S; Minneaplois, MN 55450. The Contractor shall provide all labor, materials, tools, equipment, transportation and supervision to procure and install a new security alarm system. The work includes site investigation to verify all measurements and site conditions before start of the work and the ordering of any materials. All work shall be performed in a professional workmanship like manner. All adjacent disturbed surfaces shall be repaired to the same quality standards of the existing work and shall also match the adjacent areas. Properly remove and dispose all debris from government property. All work must be in accordance with applicable federal, state and local codes and regulations. The contractor shall be responsible for any applicable permits. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade. All questions shall be submitted in writing to the Contract Officer (CO) at tallulah.mcdaniel@va.gov. All questions due by 8/30/17 at noon EST. Work shall be performed in strict accordance with all terms, conditions, specifications, and schedule. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to salient characteristics specified by the scope of work with the lowest evaluated prices of proposals meeting or exceeding the acceptability standards for non-cost factors. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 561621. Size standard is $20.5M. Responses to the solicitation are due by noon Eastern Time on Friday, September 1, 2017. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit documentation required may result in your submission being determined non-responsive and removed from further consideration.
