- The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This Synopsis is published for informational purposes only. This proposed action is for the establishment of a 5-year Blanket Purchase Agreement (BPA) with Boston Scientific, Inc., for cardiac surgical pacemakers and lead supplies. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2). This proposed BPA establishment will be a Sole Source under North American Industry Classification System Code (NAICS) 339112: Surgical and Medical Instruments Manufacturing. Business size standard for NAICS 339112 is 1000 employees. The proposed source is Boston Scientific, Inc., located at 300 Boston Scientific Way Marlborough, MA 01752. A determination by the Government not to compete this proposed BPA establishment based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to establish a BPA on a sole source basis, which shall be considered by the Government, if received by Friday, 1 September 2017, 11:00 A.M. EST. FAR 5.207(c)(15) Compliance Statement: The Government requires Boston Scientific, Inc. cardiac surgical pacemakers and lead implant devices for specific heart surgeries to be performed at the Medical Treatment Facility (MTF) at Wright-Patterson AFB. Boston Scientific, Inc. is the only company capable of providing the specific pacemakers and leads utilized for the different types of specific heart surgeries. Boston Scientific is the only source for the sub-cutaneous ICD system, a device required in several heart surgeries for younger patients. Doctors at the MTF are trained specifically to utilize specific Boston Scientific pacemaker and lead devices depending on the type of surgery. The MTF requires each Boston Scientific implant device to be delivered on or about the time of surgery, and attendance at the surgery by a surgical sales representative who will possess any related implants reasonably foreseeable for the type of surgery occurring at that time. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
