Description

PART 1 - Description This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited as a Firm-Fixed Price Purchase Order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-92 dated November 18, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Brand Name or Equal: This is a BRAND NAME OR EQUAL acquisition; in accordance with FAR 52.211-6, to be considered for award, offers of equal products must meet the salient physical, functional, or performance characteristics provided in the statement of requirements. In order to be considered an "equal" solution, any alternative solution proposed must be able to perform in strict accordance with the salient operational and technical features described below. Brand Name: Smiths Detection IONSCAN 600. Part 2 - Supplies or services and Prices/Costs The Forensic Chemistry Center (ORA/ORS/OMPTSLO/FCC) requires the purchase of three (3) Portable Ion-Mobility Spectrometry (IMS) Systems in support of the FDA's proposed increased package inspections for opioid products and drugs at International Mail Facilities (IMFs) and Express Courier Hubs (ECHs). The opioid epidemic presents a health crisis. Rapid screening for fentanyl, fentanyl analogs, and other opioids at ports of entry could prevent deadly drugs of abuse from entering the country. Opioid containing products can be extremely toxic to handle (e.g., fentanyl, carfentanyl). Ion Mobility Spectrometry (IMS) technology offers trace level detection for screening packaging for opioid residues at stages of package entry and will provide a margin of safety to sampling personnel. Pricing Table: Line Item Description Timeframe Qty Price 0001 Three (3) Portable Ion-Mobility Spectrometry (IMS) Systems To be delivered no later than 90 days after contract award. 3 $ 0002 Shipping FOB Destination To be delivered no later than 90 days after contract award. $ TOTAL $ Part 3 -Technical Requirements The IONSCAN 600 or equal must have the following salient characteristics: • The system shall include a bench top, fully portable ion-mobility spectrometry (IMS) based system capable of detecting trace levels of narcotics, including fentanyl, fentanyl analogs, and other narcotics. • The system shall have the capability to detect both narcotics and explosives. • The system shall be able to be relocated/moved while remaining fully operational. • The system shall utilize a non-radioactive IMS source so periodic radiation testing is not required. • The system shall utilize single-use swabs designed for efficient particle sampling while minimizing contamination risk. • The system shall provide automatic internal self-calibration. • The system shall have a configurable audible alarm when a target compound is detected. • The system shall have Ethernet and USB 2.0 or higher connectivity. • The system shall have an on-board printer for results reporting. • The system shall weigh less than 30 pounds. • The system shall be operable using batteries or AC power. • The analysis time for each sample shall be 8 seconds or less. • The time needed from initial startup to ready state shall be less than 10 minutes. • The system shall have a touch screen to easily interface with the user. • The dimensions of the system shall be no larger than 16x16x16 inches (LxWxH). • The system shall be capable of operating in a variety of environmental conditions that may be encountered, including ambient temperatures of up to 120°F and up to 95% humidity. • The system shall have a tamper-proof casing. General Specifications: The components and/or equipment shall be a newly manufactured, not used and refurbished, or previously used for demonstration. The equipment shall come with a 12 month manufacturer's warranty. The Government must be able to expect routine customer service and technical support to be available from the vendor during its lifecycle. Part 4 - Packing, Marking and Shipping All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and contractor name. The contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. Part 5 - Inspection and Acceptance The Contracting Officer's Representative (COR) will perform inspection and acceptance of equipment, installation and services to be provided. For the purpose of this PART, (COR - to be determined upon contract award) is the authorized representative of the Contracting Officer. Inspection and acceptance will be performed at the locations identified in part 6. Acceptance is communicated in writing unless otherwise indicated in writing by the Contracting Officer or COR within 10 days of receipt. Part 6 - Deliveries or Performance Satisfactory performance of this contract shall be deemed to occur upon delivery, installation, training, and performance of services described in PART 3 of this or and upon acceptance by the Contracting Officer, or the COR, of these products/services. Supplies or services scheduled for delivery on a Federal holiday shall be made the next business day. Period of Performance The equipment shall be delivered within 90 days from contract award unless the government approves a different delivery schedule. The equipment shall come with a 12 month manufacturer's warranty. The Government will evaluate the contractor's quote based on the following: 1) Offers provide specifications confirming the instrument meets the technical salient characteristics/specifications and requirement in accordance of this RFQ and Part 3 of this RFQ and 2) Price. The contractor quote shall "meet or exceed" the salient characteristics/ technical specifications required in this RFQ. The offeror shall state their ability to meet or exceed the technical specifications and requirement in accordance of this RFQ. Also, the contractor shall provide an itemized price listing (detail listing) of parts, equipment, and other items that equals the cost of the equipment. SAM: All interested offerors shall be registered in the System for Award Management (SAM), if the offeror is not registered in SAM, please visit https://www.sam.gov. Your will need your Tax ID, DUNS Number and banking information. Vendors who are not registered in SAM will not be eligible for award.
